Provide support to the Company in providing employees and ensures that employees are equitably and fairly compensated, benefits and services are properly and timely administered, enhancement of continuing career and development programs, harmonious employees relations, maintenance of employee records through People Core and extension of communications services. Responsible in conducting and organizing all facets of administrative tasks and development activities in the field of construction such as manpower planning, recruitment and selection , employee /labor relation, employees services, training and development, compensation and benefits, hiring and processing of transfers.
Duties & Responsibilities
RECRUITMENT
- Employee sourcing, screening and qualifying of Locally Hired applicant in accordance with the company employment standards as per approved by the General Manager, HRD Manager and requisitioning department head
- Evaluate all Personnel Requisition and ensure approval before any hiring is consummated.
- Maintenance of an Applicant Pool to serve manpower requirements.
- Administer trade test in coordination with motorpool supervisor in case of Driver and operator applicant.
- Proper documentation of the employee hiring and ensures that employees hired are physically and mentally fit and covered by employment contract. Ensure that all necessary documents / forms are accomplished and submitted to HR Manila Office
- Receive and returned back to HR Manila Office all the employment contract of locally hired employees, as well as the complete requirements has been submitted also to HR Manila Office.
- Update regularly the Project Table of Organization in coordination with the Project Manager and HR Manager.
- Ensure that all employees deployed were equipped of Government mandated statutory benefits such as SSS, Pag-ibig, Philheath and TIN Number
- Prompt and timely reports to Head Office on employee’s active and demobilized manpower.
COMPENSATION and BENEFITS
- Discuss with the new employee the status and condition of his employment and facilitates in the signing of employment agreement / contract.
- Biometrics enrollment and conduct of employee orientation with emphasis on HR process and Safety.
- Endorse new employee to his/her immediate superior and monitor their performance progress.
- Monitor employment status of all employees (contractual, probationary and regular employees) and prepare weekly status of manpower or active list within the required due date.
- Prepare and check daily time record/enroll employee in biometrics and download raw logs.
- Prepare employees PAF and Performance Evaluation in coordination with Department Heads and HR Manila Office
- Prepare and verify timekeeping reports such as absence, tardiness, overtime, unused leave, summary cut-off date for payroll purposes.
- Coordinate with the timekeeping department for queries and questions regarding Payroll, OB and OT.
- Strictly monitor employees attendance and tardiness.
- Initiate checking of employees attendance thru People Core and ensure that everyone’s concern has been facilitated.
- Printing , Signing and dissemination of Payroll Registry Report and Payslips
- Ensure that the requirements of Gcash as well as the distribution of Cards to employees were properly coordinated to HR Manila Office.
- Disseminate site memo for holiday or any special holiday declared from Malacañang upon releasing of internal memorandum from Head Office.
EMPLOYEE RELATIONS AND LABOR RELATIONS
- Issued memorandums of delinquent employees such as Disciplinary Action memo, Awol and Dole Report in coordination with HR manager.
- Preparation of request for Contract to Subcontractors and Lesse (rentals) as well as to preparation of Request for payment for Subcontractors and Project Rentals
- Ensure that the NTE (Notice to Explain) and NODA (Notice of Decision) were properly signed and received by the erring employees and have it returned to HR Manila Office.
- Responsible for the prompt delivery of communication and messenger services to Manila Office pertaining to employees discipline to ensure the implementation of due process.
- Assist HR Manila Office for all admin investigations and grievance queries.
- Establish good rapport and PR to local government units as well to employees to avoid any administrative or labor cases.
- Implement programs that will promote good relationship with local government executives.
- Implement Programs that will improve Staff/Employees assigned in field project in coordinati0on with HR Manila Office
- Implement Company Programs, Team Buildings and Seminars in coordination with HR Manila Office
GENERAL SERVICES AND PROJECT ADMINISTRATION
- Monitors usage of service vehicle assigned to Engineers.
- Assist the PM, PE in timely submission of reports as needed by engineering, HR and other Departments concern.
- Designate to oversee and monitor of Stock yards and staff house rentals and shall responsible for the formulation of Staff House rules in coordination with HR Manila Office
- Monitors and facilitates the request and distribution of PPE.
- Monitors and facilitate that the project requisitions are complete and served.
- Assists the manpower in all their concern regarding salaries and wages and medical assistance in case of accidents at the site.
- Inform HR Department 2 weeks before the intended date of end of project and submit list of manpower for end of contract.
- Ensure issuance of End of Contract (EOC) to employees prior to separation.
- Prepare incident report not later than 24 hrs. after the happening of incident.
- Submits weekly dashboard report to HRAD Manila Office
- Ensure to attend regularly the weekly meeting thru teams to HRAD Manila Office
- Attends all Project concerns on employees Environment, Health and Safety
- Overseeing and monitoring of Warehouse Inventory and Stock cards
- Keep abreast and ensure compliance on any announcement and instruction from HR Manager.
- Other duties that maybe assigned from time to time.
Logistics Admin Task
- Monitoring of Drivers & Operators -
- Monitoring & sending of violations of Drivers & Operators – to Logistics Supervisor cc HR Manager & ER/LR
- Sending of (Activities with DN - Delivery Note & Total no of Driving Hours Everyday indicated EQ No. to Logistics) Supervisor
- Printing & Issuance of Paylip weekly to all workers
Qualifications & Skills
- Bachelor’s Degree – Human Resource Management, Psychology, or any 4 years course
- At least 2 years’ experience in the same field, with construction background preferred
- Administrative functions are completed in accordance with established Standards, policies, and procedures
- Computer literate
- HRIS People Core System Proficient
- SAP knowledge
- Good in oral and written communication
