PRIMARY PURPOSE The HR and Admin Officer is responsible for coordinating and supervising overall administration of Human Resources Team supporting Employees, Managers, Operations Team and Mancom in the implementation of ISO Standards, policies, procedures and programs with strict compliance. Help the organization develop a strong workforce that supports its strategic plan and goals by developing and implementing best practice HR, management policies and practice, process and tools. Design and implement programs and tools that support employee development and career progression. Creative and innovative thinker with effective human resources management and goal setting abilities combined with superior leadership, team building, communication, interpersonal, and presentation skills. Self-motivated with the ability to excel in a fast-paced environment; communicate effectively at all levels Human resources work requires not only being personable and communicating well, it also demands the understanding of legalities, contracts and many more aspects of working with employees. DUTIES AND RESPONSIBILITIES:
PRIMARY RESPONSIBILITIES The HR and Admin Manager provides applicable services for employees which include but not limited to Employee Services, HR Systems, HR Policy administration carries responsibility on functional areas as talent acquisition/recruitment, employee relations, compensation and benefits, employee engagement, training and development, budget preparation and performance management.HR and Admin Manager also ensure the timely resolution of client / stakeholders / subcontractor issues, concerns and inquiries regarding HR policies and programs using standard tools, processes and guidelines to achieve performance goals, customer satisfaction and delivering service in a timely and accurate manner. · Ensures compliance to the Integrated Mgt. System (IMS) particularly processes that affects work assignment such as; · Manage stint coordination with DOLE, LGU and NGO pertaining to permits and other regulatory Requirements needed by the company. · Perform Internal Audit as an accredited ISO Internal Auditor (as needed) · Ensure compliance of the team to DOLE reports, Company Permits-licences, Contracts of Service Providers such Rentals and Subcontractors, Security, HMO, Insurance and other service providers. · Ensures implementation of rules and regulations, and facilitates resolution and documentation of incidents for continuous development. · Reviews and implement guidelines formulated by the Company Labor Relations to ensure coherence with existing company policies and pertinent laws. · Work with line Mancom, Managers, Labor Relations Unit and employees to address all types of employee- employer relation matters and Labor Relations Disciplinary issues and Compensation & Benefits. · Assess TNA and collaborate with Learning and Development Unit team to organize training sessions as appropriate in developing skills to manage human resources more effectively through coaching, instruction and training. · Proactively initiates efforts to meet manpower requirements of human resource business partner in support of the organization's needs in a timely manner. · Calibrates with cross-functional teams for the responsibilities and required qualifications for the right people in the team and communicates with ease to a socially diverse community through screening, conducting orientations, and counseling. · Manage HR Field Administration Personnel in the implementation of company policies and procedures. · Organizes subordinates in proper way of executing of duties and responsibilities through meeting in order to enhance efficiency and coordination with their assigned jobs.
SPECIFIC RESPONSIBILITIES
Coordinates regularly with the Heads and employees of the assigned business group/units/division to gather, discuss, provide and offer solutions to their needs related to their human resources, specifically:
Recruitment and Services / Talent Acquisition · Provide assistance to recruitment office on employee sourcing, screening and qualifying and placement in accordance with the employment standards set and agreed with the hiring unit and provide performance feedback and coaching; monitor the development and training needs of team members. · Provide assistance to the Division Heads/Mancom for the forecasting and pipeline requirements. · Provide assistance to recruitment unit for proper documentation of the employee hiring and ensures that employees hired are physically and mentally fit and covered by employment contract. · Provide management, direction, coaching, feedback, and, where appropriate, discipline to subordinate team members.
· Evaluate all Manpower Requisition and ensure approval before any hiring is consummated and conducts job offer to successful candidates and monitors their compliance to pre-employment requirements. · Supervise and Manage staff on the prompt and timely reports on employee’s active and demobilized manpower (Monthly/Weekly Report) and details of new hires to payroll. · Verifies the effectiveness of new hires if the match is deemed successful or othewise calibrates with cross-functional teams for the responsibilities and requires qualifications for the right people in the team. · Provide assistance to the Supervisor in checking and evaluating contact to ensure a correct salary rate and complete data, meets the other requirements and signature of the employee and preparation of Memo regarding of non-receipt of salary rate problem, rate adjustment and validation of PR prior to hiring and mobilization of applicant. Compensation and Benefits · Coordinate with Managers / Divisions Head for the administration of the Performance Evaluation, Merit Increase and Employees Transfer. · Formulates policies for medical benefits. · Evaluate annually Performance Evaluation Form to all regular employees · Reports monthly accomplishment insurance coverage · Facilitate and collaborate with Medical Unit for any related Health & Wellness Program and/or Community Service to be implemented at Manila Office and Project Site.. · Provide Assistance with Compensation and Benefits Unit in for employees concern, queries and grievances compelled by the Projects. · Provide assistance to the CompBen for the preparation of site memo for holiday or any special holiday declared from Malacañang and monitors proper holiday payment among employees. · Provide assistance to Compben for the review and evaluation of all projects endorsement for the employees Clearance ,Transfer, Merit Increase, and Resignations · Approved staff requisition of leaves, data correction, on duty request thru HRIS/People Core
Corporate Training, Office Services and Field Administration · Conduct Training Needs Analysis (TNA) and prioritizes training needs of the assigned division and units and assist Corporate Training/Learning and Development Unit on the development of trainings and programs. · Coordinates with Corporate Training/ Learning Units the delivery of Training Solutions, Programs and Development Management Strategies. · Disseminates information regarding upcoming training programs and engagement activities and organizes training and events specific to the business group and units, if needed. · Prepares internal memo for site instruction or any special announcement given by the General Manager or HR Director. · Ensure Conduct of Project Orientation Program and ensures all employees are equipped with Company Rules and Regulations and/or Company Policy Manual · Coordinate and Collaborate with Corporate Learning/Training and Development Unit for the administration of Company Training and Development Program or On Job Trainings, Events and Recreation Program. · Establish good rapport and PR to all Stakeholders and local government units (LGU’s). · Supervises the activities of the Project Site Canteen Operations, Concessionaire performance, Staff house/Barracks, Warehouse and Site clinic in accordance with Company Policies and procedures and conduct regular tours and audit. Employee Relations, Labor Relations and Services · Assist the Employee Relations/Labor Relations on the conducts of preliminary investigation of administrative cases and sits as committee at administrative hearing. · Implementation of company policies and procedures, rules and regulations and code of business conduct over Operations Center that being handled. · Support the Labor Relations Unit on the management of disciplinary and grievance issues. · Review projects employments and working conditions to ensure legal compliance and conduct quarterly GLS among project subcontractors. · Facilitates collaborative problem solving strategies to resolve employee relations issues through effective communication with all levels of employees and management · Maintain database employee profiling / records according to standards and legal requirements and enforcing sensitivity and confidentiality with employee personal data. · Ensure that staff prepares and submits statutory reports to government agencies or coordinates the same with the Employee Relations and Labor Relations Unit. · Provide assistance to the Employee Relations (ER) Unit in coordination with the employee events and encourages attendance and active participation of the members/staff. · Closely coordination with the ER unit and Operations Center for all the Corporate Social Responsibility (CSR) events and programs of management, LGU and NGO’s. Organization Development and Strategies
· Assist the Division Heads in any Initiative and Best Practice related to company process and procedures for streamlining and digitalization in the company. · Assign & monitor Manpower requirements base on Manpower schedule of Projects. · Conducts internal audit through regular project site visit in compliance to the Integrated Mgt. System (IMS) and ISO standards in coordination to the Division Heads to ensure maintenance, update and complete documentation in compliance to the standards. · Assist the Division Heads in the execution of Company Strategic planning and KRA. · Validates correctness, accuracy and completeness of employees compliance to the Performance Evaluation and assist on the performance managements process in accordance to employees recommendation, Promotions and Merit Increase. · Implement and evaluate succession and career development plan in the company. · Evaluate and assist on the preparation and approval of Manpower Requisitions and Projects Table of Organization and works closely with the Talent Management before any hiring is consumed. · Prepares and submit regularly the HRAD reports monthly and quarterly to the Division Head / General Manager. · Stringent implementation the People Core (HRIS), SAP ByD, Dynamics 365, Docusign, Online documents Monitoring, implementation across Arky Projects. · Supervise Projects Field Administration team activities to achieve target key performance indicators, and service level by executing resource planning to ensure availability and performance of staff. · Provides insights and intelligence to Division Heads and Management with respect to trends, best practice and opportunities. · Responsible for the management of all activities related to the development of staff personnel through continuous conduct of technical training and management development courses/programs. · Evaluates training needs of managerial, supervisory/technical, non-supervisory and clerical personnel. · Organizes and conducts relevant programs and administers post training evaluation of performance. · Implements follow-up and/or upgrading seminars and maintains record of all training and subsequent performance for evaluation purposes. · Resolve escalated inquiries requiring higher level knowledge and authority and expertise.

C. EDUCATION, TECHNICAL CAPABILITY AND CAREER
· Graduate of Bachelors/College Degree in Human Resource Management, Psychology, Behavioral Science or equivalent. · ISO Auditor or with experience in Internal Audit · At least 10-15 years experience in the same field · Keen on details · Computer literate · Possesses superb spoken Communication Skills, Excellent in Teamwork Skills, Orgnizational Skills and Interpersonal Skills.
